British Military Administration advances.

I have dealt separately with the items for the Hong Kong and Whampoa Dock Co., Ltd. and A. E. Phillipps in my savingrams 701 of 20th June 1951 and 777 of 9th July 1951 respectively.

respect of the remaining three items:-

advances to staff in 1945: These advances were made immediately after the reoccupation of the colony with the intention of restoring the circulation of local currency.

In many cases no proper receipt was obtained and when instructions to recover were issued many payees had left Government service.

advances to Bailey & Co., Ltd.: This company went into voluntary liquidation on 12th August 1949. The outstanding advance represents the net cost of operation, during the British Military Administratioh period.

advances to C.N.R.R.A.:

The sum of $144,182.40 was advanced to the Salvation Army representatives for maintenance expenses of Chinese passing through the colony during the months of February, March, and April 1946. The only recovery was the sum of $24,121.87 paid by C.N.R.R.A. in August 1946 and this has been credited to H.M. Government. The balance of $122,060.53 is irrecoverable because C.N.R.R.A. is now defunct.

I should be grateful to know if any further action is now required of this Government in respect of the B.M.A. cash accounts.
